Homeowner Assistance
Owner-Occupied Rehabilitation
The Owner-Occupied Rehabilitation program provides grants and deferred loans to low-to-moderate income homeowners to repair and improve their homes. This program helps residents stay safely in their homes and preserves housing stock across Northeast Indiana.
Eligible improvements include roof replacement, foundation repair, heating and electrical system upgrades, ADA accessibility modifications, lead paint and asbestos abatement, window and insulation improvements, and plumbing repairs. The goal is addressing health, safety, and energy efficiency, not cosmetic renovation.
Region 3-A administers owner rehab programs on behalf of member communities using CDBG and HOME funds. Contact our Housing Programs Coordinator to learn whether a program is active in your community.
Developer Assistance
Low-Income Housing Tax Credit Projects
The Low-Income Housing Tax Credit (LIHTC) is the primary federal mechanism for financing affordable rental housing. Region 3-A assists housing developers with site selection, market analysis, Indiana Housing and Community Development Authority (IHCDA) application support, and community letters of support.
Eligibility
- For-profit and nonprofit housing developers
- Projects serving households at 30%, 50%, and 60% of Area Median Income
- New construction and substantial rehabilitation of rental housing
- Projects in communities with documented housing need
How It Works
Region 3-A provides market studies and housing needs data that strengthen LIHTC applications. We assist developers in navigating local zoning and permitting, connecting with community stakeholders, and drafting community support letters from local officials. Our housing studies are accepted by IHCDA as supporting documentation.

How It Works
Our housing studies include primary data collection through surveys and stakeholder interviews, analysis of U.S. Census and American Community Survey data, housing cost burden analysis, gap analysis by income level, and actionable recommendations. Reports are formatted for use in grant applications and policy documents.
