Technical Services
Traffic Counts
Region 3-A maintains an annual traffic count program for key corridors throughout the six-county region. Annual Average Daily Traffic (AADT) data supports road classification decisions, development impact analysis, safety studies, and grant applications. Count data is available to member communities at no cost.
To request a traffic count at a specific location, contact our Transportation Planner. New count locations are added to the annual program based on community need and available resources.

Accident Studies
Region 3-A prepares corridor and intersection accident analyses using INDOT crash data. These studies identify high-frequency crash locations, assess contributing factors, and recommend countermeasures. Accident data is an essential input for road safety grants and improvement project justification.
Eligibility
- Member county highway departments and municipalities
- Locations with documented crash history over a three-year period
- Corridors under consideration for safety improvement projects
- Projects requiring accident analysis for grant applications
How It Works
Our transportation planner obtains crash records from INDOT's crash database, performs frequency and severity analysis, maps crash locations using GIS, and prepares a written report with recommendations. Studies are typically completed within 4 to 6 weeks of request.
Technical Services
Traffic Impact Reports
New development can significantly affect the capacity and safety of adjacent roadways. Traffic Impact Reports evaluate the effects of proposed development on the transportation network and identify required mitigation. Region 3-A prepares or reviews TIRs for member communities considering development approvals.
Eligibility
- Proposed developments above thresholds set by local ordinance
- Projects requiring state access permit from INDOT
- Developments adjacent to collector or arterial roadways
- Rezoning or subdivision approvals with significant traffic implications
How It Works
Region 3-A can prepare TIRs for smaller-scale developments or provide peer review of applicant-submitted TIRs. Studies include trip generation estimates, traffic distribution modeling, level-of-service analysis, and identification of mitigation requirements.

Road Safety Audits
A Road Safety Audit (RSA) is a formal safety performance examination of an existing or future road or intersection by an independent, multidisciplinary team. Region 3-A facilitates RSAs as part of proactive safety programs and in support of grant applications.
Eligibility
- Existing roadways and intersections with safety concerns
- Proposed road projects during design phase
- Locations flagged through accident analysis
- Communities preparing SS4A or HSIP grant applications
How It Works
RSAs follow the FHWA Road Safety Audit Guidelines process: team assembly, site visit, findings report, and response from the road owner. Region 3-A coordinates the multidisciplinary team, facilitates the site visit, and prepares the findings document.

Road Reclassification
Indiana's road classification system determines maintenance responsibility, design standards, and eligibility for federal highway funding. Road reclassification petitions allow communities to update classifications that no longer reflect actual use. Region 3-A prepares reclassification petitions and supporting documentation for member communities.
Eligibility
- Roads with documented changes in traffic volume or character since last classification
- Routes serving new industrial, commercial, or residential development
- Local roads carrying freight volumes inconsistent with their classification
- Roads where classification change would improve funding eligibility
How It Works
Region 3-A compiles traffic count data, functional classification analysis, mapping documentation, and the formal petition package submitted to INDOT. We coordinate with INDOT's Traffic Engineering division and represent the community through the review and approval process.

Safe Streets and Roads for All (SS4A)
SS4A is a USDOT program providing grants for planning, infrastructure, behavioral, and operational initiatives to prevent roadway fatalities and serious injuries. Region 3-A helps communities develop competitive applications for both planning and implementation grants.
Eligibility
- Metropolitan Planning Organizations, regional planning commissions
- Units of local government (cities, towns, counties)
- Multijurisdictional coalitions working on shared safety priorities
- Implementation grants require a completed Action Plan
How It Works
Region 3-A assists with Road Safety Action Plan development, data gathering, crash analysis, coalition building, and application preparation. For communities with completed Action Plans, we assist with implementation grant applications for infrastructure improvements, speed management, and safety education programs.
